The Board consists of 12-14 directors who are representative of the general membership with at least three members from the public sector and three from the private sector.  Directors serve three-year terms, which are renewable without term limits. 


Seats are open to individuals who work in the area of land use planning, development and regulation.  Eligible individuals include but are not limited to property owners, consultants, developers, engineers, architects, attorneys and government employees.  Applications are kept in a pool for future consideration.  Click here to view or complete the application form.



Paul has a Master’s Degree in public administrator and spent 10 years working in the public sector, most recently as the City Administrator of the City of Medina.  Since working in the public sector Paul has spent the past 15 years with Bancor Group as their Development Manager/VP.  In that role Paul has been responsible for all aspects of developing land for primarily single family residential projects ranging in size from 20 to over 1,000 units. This includes land acquisition, entitlement, planning, budgeting, creating and maintaining proformas, construction management, managing homeowner's associations, marketing and sales. 

Paul believes that SLUC is one of the most important groups, in the Twin Cities, for linking together the private and public sectors. As a board member he hopes to continue SLUC’s role in that work.  Paul joined the board in 2014.



NENE MATEY-KEKE Vice President 

Nene is the broker/owner of RNR Realty International. He has more than 16 years of experience in real estate and development, construction, and financial investment. He has held positions as a real estate agent, project manager for a midsize real estate developer, lead abatement general contractor, and a financial planner/stock broker for two of the largest financial institutions in the industry.


Nene currently serves on the Board of Directors for the Minnesota REALTORS®, and he was recently appointed as the state director to the National Association of REALTORS® (NAR). He holds numerous committee memberships at his local and state real estate associations, including current Vice Chair of the Global Business Council for the Minneapolis Area Association of REALTORS® (MAAR) and past Chair of the Diversity Committee for Minnesota. On the national level, he participates on the Global Business and Alliances Committee. In 2013, Nene was appointed by NAR to be a Federal Political Coordinator (FPC) and serve as the official representative of the real estate industry to Congressman Ellison of the 5th District of Minnesota. He was also appointed to be on the Minnesota REALTOR® Political Action Committee (MN-RPAC) Board of Trustees.  He became a board member in 2016.





Brent is the owner of Synergy Land Company and has been actively involve in 200+ land projects related to 3,000+ acres – ranging in size from small neighborhood pocket projects to 100+ acre master-planned sites.  This experience spans the development process including land acquisition, entitlement/approvals, site development, and land/lot sales.  Focusing on land with residential development potential, he works with land owners, local and national builder/developers, and city staff on a daily basis.  


His company, Synergy Land, focuses on three primary services:  Land Development, Land Sales, and Land Consulting.  Synergy helps “pull it all together” — developing land value through market-based information, strategy development, and connected relationships.  Brent holds an MBA in real estate and venture development, a MN real estate brokers license, and is a member of the Builders Association, and other local groups.  He joined the SLUC board in 2014.




KENDRA LINDAHL, Immediate Past President 

Kendra has more than 20 years of planning and development experience.   At Landform, her work focuses on serving the needs of public sector clients, but she also provides project management and entitlement leadership for a wide variety of residential, office and retail commercial projects.  This client mix allows her to be creative and successful in managing the increasingly complex development process. Prior to joining Landform in 2001, she worked as a staff planner for the cities of Plymouth and Elk River. 


She is a member of the American Planning Association, the Minnesota Chapter of the American Planning Association, AICP and the Economic Development Association of Minnesota (EDAM).




David is the Director of Research and Economics at the Minneapolis Area Association of REALTORS. He holds a Masters in Housing and Economic Development, and has over 12 years of housing research experience. David holds undergraduate degrees in Urban Geography and International Political Science. He has spend time in the public, private, as well as the non-profit, university and consulting sectors. Aside from research and data, David enjoys cycling, alpine skiing, camping and cooking.  




Soren M. Mattick is a shareholder with Campbell Knutson and practices in the areas of general municipal, land use, litigation, labor and employment, and real estate. Soren graduated in 1994 from Luther College, majoring in Biology. In 1997 Soren received his law degree from Hamline University Law School. Soren is the attorney for the cities of Big Lake, Lindstrom, North St. Paul, Orono, St. Louis Park and Zimmerman, and for Stillwater Township. He handles general matters for all of the firm’s municipal clients. Soren has also been retained by several communities to serve as a hearing officer for administrative citations regarding violations of the city code. In addition, Soren has lectured at Government Training Services Seminars on land use issues for planners and city clerks. Soren was an Assistant Rice County Attorney from 1997 to 2000, with primary responsibility for land use, waste management and forfeiture issues.





As a member of The Excelsior Group’s Land Development team, Stephanie assists throughout the development life cycle of projects. She is involved in acquisition analysis, due diligence, entitlements, project management, and disposition. Stephanie has five years of experience working in residential and commercial land development and brokerage in the Twin Cities, as well as being a 4th generation in the industry.  Stephanie is a licensed Minnesota Real Estate Broker.  She holds a BSBA and MBA in Real Estate and Construction Management from The University of Denver, Daniels College of Business. Stephanie joined the Board in 2016.





Barbara has over 40 years experience with the cities of Minneapolis and Plymouth, U of M Planning, Northwest Area Consultants, Midwest Planning, National Biocentric and the Metropolitan Council.  She brings to the board a variety of perspectives, good overall knowledge of the region, and substantial experience with SLUC program development and execution.  She has been a member since 1989, and a board member since 1998. Barbara served as president from 2007-2011.  She developed the Great Places Initiative concept and currently serves as the committee chair.


Karen currently serves as the Community Development Director for the City of St. Louis Park, leading and managing the divisions of Planning, Housing and Economic Development.  Karen has over 25 years of experience in local government in a variety of capacities, having previously worked for the Cities of Brooklyn Center, Crystal, Arden Hills and Richfield, Hennepin and Anoka Counties, and Gresham, Oregon.  She holds a Bachelor of Science degree from the University of Minnesota College of Architecture in Housing Design, is a founding member and past-president of the Minnesota Association of Housing Code Officials, and is a certified housing inspector


Rachel Juba has been the Community Development Director for the City of Hugo since 2018. Rachel started her career in municipal planning in 2006 and has held multiple planning positions with the City of Hugo. Rachel graduated from St. Cloud State University in 2006 with a four year degree in Community Development and Urban Studies.  With a combined 13 years of experience in municipal planning and government, Rachel’s responsibilities encompass a variety of areas such as, environmental, economic development and planning.
